Every man and everybody of men on earth, posesses the right of self government. They receive it with their being from the hand of nature, the law of majority is the natural law. When a certain description are to transact together,the times and places of their meeting or seperating depend on their own will, they make the part of the natural rignt of self government.
Each house of Paliament possess this natural right of government itself and, consequently, of the fixing of its own time and places of meeting, that is to say by the Constitytion.
